Project Description: The Project involves design, monitoring and supervision Consultancy in one of the ADB funded (ADB 2258 BHU Project) for the Urban Infrastructure Development Project of South Thimphu, part of Phuntsholing Town & Dagana Township. The consultants both domestic & international backstopped the Project Implementation Unit (PIU) of the Department of Urban Development & Engineering Services (DUDES) of the Ministry of Works & Human Settlement (MOWHS) of the Royal Government of Bhutan.
Scope of works: Provide various domestic consultants such as Road/Drainage Engineer, Water Supply Engineer & Sewerage Engineer For Existing roads: Survey conditions of pavement and assess adequacy of drainage system; and inventory detailed conditions of bridges and other cross drainage structures. Conduct component specific topographical survey and soil investigations on the proposed alignments for collecting information necessary for engineering design. Conduct, as appropriate, traffic surveys and carry out traffic analysis and provide 10 years forecast for pavement. Conduct road safety audit to identify road safety issues, impacts and prioritization for treatment in subsequent stages of project implementation, and effects at the work sites, and will take into account typical outputs on recent ADB-financed projects of a similar nature. Prepare bid documents for each package, and assist PMU/PIUs in prequalification of contractors, if required (eligibility to bid will also be based on successful performance on the earlier ADB-financed road), preparation of invitations to bid, evaluation of bids received an award of contracts. Ensure that the bid documents include specific provisions to minimize disruption/damage to the environment and local settlements due to construction. Prepare contract drawings, including plan (1:1,000), longitudinal profiles (1:1,000 horizontal, 1:100 vertical), cross-sections, structural plans, and others.
Construction Supervision: The construction works will be executed under the FIDIC Conditions of Contract, as outlined in the bid documents, Accordingly, MoWHS will be the employer, the PMU/PIUs will function as the employer’s representative, and the consultant will be the engineer for all civil work contracts for the national highways and cross border facilities. As the engineer, the consultant’s team Leader and other staff will implement the contracts and ensure that the works are constructed in accordance with its provisions. The consultant will have all the powers defined in the FIDIC Conditions of Contract as being the engineer, except the following, which will be retained and exercised by the employer, generally on the advice of the engineer. The consultants’ responsibilities will also include: approving contractor’s work program, method statements, material sources, etc; preparing and issuing reports as defined subsequently; approving and/or issuing working drawings, approving the setting out of the works, and instructing the contractor; taking measurements and keep measurement records; certifying work volume and recommending interim certificates for progress payments; Maintaining consolidated project accounts, and preparing of financial statements and withdrawal applications for submission to ADB: certifying completion of part or all of the works and preparing punch list; inspecting the works at appropriate intervals during the defects liability period and issuing the defects liability certificate; processing the contractor’s possible claims; ensuring minimum disruption/damage to the environment and local settlements by approval of contractors’ work statement/methodology, including monitoring the impact of construction works on the environment and local settlements and providing information to PMU/PIUs and the ADB in the monthly progress report; Providing the employer with complete records and reports, and approving the contractors’ as built drawings for the works; Supervising information program on STDs and HIV/AIDs which the civil works contractors are required to carry out at construction campsites; and providing advice and on-the-job training to MTI staff in contract administration.
