Name: Project Management Consultancy (PMC) for ADB BHU – 2816 Urban Infrastructure Project
Name of the Client: Department of Engineering Services, MoWHS, Royal Government of Bhutan

Project Description: To assist the project management unit (PMU) in implementation and overall management of the project.

Scope of Work: The following functions are to provided:
• Establish project organization and provide necessary orientation and capacity building to the project staff, especially with regard to establishing procedures for procurement works, services and equipment under the project;
• Prepare all components of the project and guide the PIUs in preparing for and implementing the project
• Procure equipment and services for institutional strengthening, revenue mobilization and project implementation assistance;
• Ensure and monitor implementation of the project, carried out by the PIU with assistance from consultant, contractors and nongovernmental organizations
• Assist in carrying out project accounting, preparation and submission of withdrawal applications to ADB (as per the ADB loan disbursement handbook) and submit regular reports as required by for the project
• Conduct project monitoring as agreed with ADB in project performance management system (PPMS)
• Implement environmental and social safeguards and prepare environmental assessments and resettlement plans for new projects being designed in accordance with safeguard frameworks
• Provide on the job training and assistance to PMU in coordinating project activities among various government agencies communication project issues and producing all necessary reports for submission to ADB and the government; and
• Conduct all project management related tasks.

More specially, major tasks will include, but not limited to, the following;
1. Carryout project planning, involving initial updating of project schedule;
2. Assist the PMU in conducting land acquisition and resettlements
3. Assist the PMU to implement the project gender action plan, and consultation and participating plan;
4. Assist the PMU to review existing initial environmental examinations (IEEs) and update, where necessary
5. Prepare the PMU and the PIUs for project organization and overall project implementation readiness
6. Oversee establishment of agreed institutional arrangements and policy requirements under the project
7. Ensure availability of necessary resources and equipment for PMU for successful and efficient project implementation;
8. Facilitate overall coordination among relevant government ministries and entities to ensure successful implementation;
9. Establish quality assurance and control procedures, and monitor quality assurance and control throughout project implementation.
10. Monitor project progress and carry out necessary reporting to ADB and the government
11. Be responsible for budget, cost control and necessary reporting and coordination with the relevant ministries and PSCs;
12. Be responsible for, in close cooperation with the PIU’s, preparation of bidding documents and contract awarding, and equipment; and
13. Be responsible, in close cooperation with the PIUs, for managing the tendering procedures and contract awarding, and equipment purchase
